What Are Public Watch Hours on YouTube? (What Counts and What Doesn't) - cover image

You open YouTube Studio, see thousands of hours of watch time in Analytics, then check the monetization page and the number is much lower. Did YouTube make a mistake? No. You are looking at two different numbers, and only one of them counts.

Quick answer: public watch hours are the hours people spent watching your public long-form videos in the last 12 months. That is the number YouTube uses for the Partner Program: 4,000 hours today, 8,000 for new applicants from February 1, 2027. Watch time from Shorts in the Shorts feed, private, unlisted and deleted videos does not count.
YouTube Studio eligibility box: 1,000 subscribers and 4,000 qualified watch hours in 365 days or 10M Shorts views in 90 days
Real YouTube Studio eligibility box: this channel has 1,125 subscribers but only 93 of the 4,000 public watch hours, so it cannot apply for ad revenue yet.

Public watch hours in plain English

Every minute someone spends watching one of your public long videos adds to your public watch time. YouTube adds it all up over a rolling 12 months. Rolling means old hours drop off as they pass the 12-month mark, so the number can go down even if you are still getting views.

What counts and what doesn't

CountsDoesn't count
Views on public long-form videosWatch time from Shorts in the Shorts feed
Watch time in the last 12 monthsPrivate videos
Real viewers watching your public videosUnlisted videos
Deleted videos (their hours disappear)

Based on YouTube Help. YouTube can change the details, so check the monetization page in YouTube Studio for your own channel.

Watch out: if you delete or make a popular video private, its watch hours leave your public total too. Clean up your channel after you reach the goal, not before.

Why your Analytics number is higher

YouTube Studio analytics of a new channel: 24.4K views and 1.6K watch hours in 28 days
Real YouTube Studio from a new channel we grew: 24.4K views brought 1.6K watch hours in 28 days.

YouTube Analytics shows all watch time, from every kind of video and every period you choose. The monetization page only shows public watch hours from the last 12 months. That is why the two numbers rarely match.

Where to check your public watch hours

  1. Open YouTube Studio on a computer.
  2. Click Earn in the left menu.
  3. Look at the progress bars for subscribers and public watch hours (or Shorts views).

How many do you need?

Today: 1,000 subscribers plus 4,000 public watch hours in 12 months, or 10 million public Shorts views in 90 days. From February 1, 2027, new applicants need 8,000 public watch hours or 20 million Shorts views. Our 8,000 watch hours guide shows how many views that really takes.

3 quick ways to grow public watch hours

  • Make longer videos people finish. A 10-minute average view needs far fewer views than a 2-minute one.
  • Turn Shorts viewers into long-video viewers with a related long video linked from your Short.
  • Keep old hits public and add end screens, so they keep feeding your newer videos.
